Consulates in Kunming

Consulates
Thai, Laos and Myanmar(Burma) now all have visa issuing consulates in Kunming, but still not Vietnam. When we last checked, exit permits were still not need to go into Laos. Visa details for each country follow.

Laos(0871 3166623)
The Lao consulate is on the 2nd floor of Building 3 at the Chahua Binguan. For a brief window of opportunaity in 1998 some folks may have been able too talk their way into three day visas at the Laos border in Xishuangbanna but don't count on that happening again. You'll need to get a visa in Kunming and unless you have a sponsor in Laos, you will probably only be able to get a seven-day transit visa, five days if you arrive by plane. This is just enough time to cross the border at Mengla, make you way down to Vientiane and on the Thailand. The seven-day visa cost US$35 and take four or five days to process; if you can wangle a 15 day visa it US$40. You must bring three photos.
In the past, you needed to already have a visa from a third country stamped in your passport, but this had been waived at the time of writing. Even through Thailand grants most nationalities a grace period of 30 days before requiring a visa, you may have to get one stamped in your passport anyway, just to satisfy the Lao officials.
Also note that these regulation seem to change from month to month in recent year. Office hours are Monday to Friday, 08:30am-11:30am; 02:30pm-04:30pm.

Myanmer(Burma) (0871-3163000/3004 )
The office is just above the Lao consulate, on the 3rd floor of Building 3 at the Chahua Bingguan. Myanmar seems to be really gearing up for tourists: the consulate can grant you a four week visa in 24 hours for, although don't count on such speed; in three working days it's 165RMB. There are two catches: first you are required to change US$300 into Myanmar kyat at the government's scandalously low rate; and second the visas are not good for land crossing- you must fly in via Yangon(Rangoon)only. The consulate is open Monday to Friday from 08:30am to noon and 1 to 04:30pm.

Thailand(0871- 3162063/62105)
The Thai consulate is in a building on the Kunming Hotel grounds and can arrange two-month visa for 110RMB in three working days. Traveler from most countries won't need one unless they plan to spend more than 30 days in Thailand(which actually is not all that hard to do). It's open from 08:30am to noon.
